Cellcard’s leadership team has an entrepreneurial mindset with significant operational experience in telecommunications in both emerging and mature markets. The team has a tremendous depth of knowledge of the Cambodian market and understands customer behavior and psyche as market dynamics.
Simon Perkins
Chief Executive Officer
Simon was appointed CEO for Cellcard in July 2021. Simon is a vastly experienced senior executive with a proven track record in successfully leading and driving organisations within the Telecoms industry. Along with his executive roles, Simon has held Independent Directorship and Board roles (including Chairman of Board Audit, Risk & Compliance Committees).
He has worked for many of the large international telecom groups including; Millicom, Axiata, Hutchison and British Telecom and has worked in emerging markets in Asia (including Cambodia) along with developed markets; UK, USA, Australia, Hong Kong, Malaysia & Singapore.
Simon has a proven track record of working in demanding situations, gained through leading several start-ups, and successful turn-around of poorly performing businesses. He has led several businesses restructuring and re-financing projects. He is a respected leader who has both the drive to succeed as well as being a great people manager in equal measure.
Simon is a dual British & Australian national with an MBA in Business from the UK and currently resides in Cambodia.
Yoshi Matsuoka
Chief Digital Officer
Yoshi is responsible for Digital Strategy, Research and Development, joined Cellcard in January 2022.
Yoshi has more than 20 years’ experience in technology, digital, data analytics and business processes. He joined Dresdner Kleinwort Wasserstein (DrKW), and moved to Australia and New Zealand Bank (ANZ), worked for many cross border projects, including the acquisition of Royal Bank of Scotland (RBS) and migration to Development Bank of Singapore (DBS). Prior to joining Cellcard, he was appointed managing director for J Trust System Co. ltd., setting up a new team to take over banking systems from ANZ for J Trust Royal Bank in Cambodia.
He has held various leadership roles in Japan, Singapore, Taiwan and Cambodia, with business proficiency in English, Chinese (Mandarin) and Japanese.
He completed his Bachelor of Social Sciences degree in Economics from U.K.
Lynnette Gan
Chief Finance Officer
Lynnette holds responsibility for Cellcard’s financial health, compliance to Sarbanes-Oxley Controls and the efficiency of operations across Business Finance, Accounting, Audit, Procurement & Logistics. She oversees the achievement of the KPIs of over 100 employees within Cellcard and supports the operations of newly set-up subsidiaries, Cellcard Finance Co., Ltd and Mohaleap.
Lynnette worked at Arthur Andersen in Malaysia for 6 years prior to moving to Cambodia in 2001 with her family. Shortly thereafter, she joined KPMG. In 2003, she left her auditing assignment and accepted the responsibility of Country Finance Manager at Coca-Cola Cambodia where she successfully rolled out SAP in her first year in the job and championed Business Continuity across the company.
Lynnette is a Certified Public Accountant and is a member of the Malaysian Institute of Accountants.
Soksophay Lim
Chief Information Officer
Soksophay is responsible for strategic alignment between business and technology; enabling the IT organisation to respond to business realities effectively. He is accountable for defining low-cost, high-reward and short-duration IT initiatives that provide Cellcard competitive advantages in the Cambodian market.
As the CIO, he is also in charge of planning and implementation of enterprise information systems to ensure that technology is fully leveraged to advance the core priorities of Cellcard.
Soksophay is Cellcard’s first home-grown talent to be appointed to a C-level role. A graduate of Bachelor’s Degree in MIS, Sophay began his Cellcard journey as an IT Intern in 2003. He spent a year in MIS after which he was spotted for a role in Revenue Assurance. He was promoted to Project Manager in 2005, looking after Sarbanes Oxley Compliance. He completed his MBA in 2006 and in 2007, Sophay was assigned the Billing Manager responsibility. As part of his Development Plan, Sophay was moved to Commercial Operations in 2013 where he served as Head of Commercial Planning & Support for 2 years. In February 2015, he was promoted to Director of Products & Services. In March 2017, he was promoted to CIO.
Soksophay has a degree in Management Information Systems from the National Institute of Management. He has also completed his MBA degree.
Johnny Wong
Chief Commercial Officer
Johnny holds responsibility for the achievement of business objectives by driving revenue generation, subscriber acquisition and retention across all target segments & portfolios through execution and analysis of strategic priorities and commercial programs, overseeing the overall brand positioning, innovating the end-to-end product development and defining sales & distribution strategies.
Johnny has more than 15 years in the telco space and market knowledge in Malaysia, Myanmar & Cambodia. Prior to joining Cellcard, Johnny has worked with recognised brands, Maxis, Motorola, Digi, Ooredoo and gained 2 years in the banking sector through American Express.
Johnny completed his Bachelor of Commerce degree from the University of Otago, New Zealand.
Jonjon Naval
Chief Technology Officer
As Chief Technology Officer of Cellcard, Jonjon is responsible for the KPI achievement of Engineering operations. He is also relied upon to support innovations requiring capital investment and development work. He is currently managing a population of approximately 150 employees of varying skills sets from Radio Engineers to QoS Managers and is a strong champion of the localisation initiative in Cellcard.
Prior to joining Cellcard, Jonjon performed various leadership roles in the telecommunications sector in Australia & Asia for more than 20 years. He was part of the 650 GSM 1800 rollout in Melbourne in 1999 working for Lucent Technologies. He has also rolled out cell sites in Indosat (Jakarta), Celcom (Kuala Lumpur), Sun Cellular (Philippines), Globe Telecom (Philippines) and Mobifone (Vietnam).
Jonjon is a licensed Engineer and is a Bachelor Degree holder in Electronics & Communications Engineering.
Laszlo Barta
Chief Corporate Affairs Officer
Laszlo leads the company’s Legal, Regulatory, Government Relations and Business Sustainability activities. He leads a team focused on advocacy for industry issues and is responsible for providing legal and regulatory advice, support and counseling on all legal, compliance and regulatory matters that affect Cellcard and are relevant to the telecommunications industry in Cambodia. He advocates and defends Cellcard’s position on a range of regulatory and licensing issues with the Telecommunications Regulator Cambodia, Ministry of Posts and Telecommunications, competitors, suppliers, government bodies, and regional and international institutions.
Prior to joining Cellcard, Laszlo was Vice President of Business Development for Cellum Global Corporation in Europe. He has 12 years of experience in Asia having worked for Ooredoo in Indonesia as Chief Commercial Officer and Board Director for two years and Telenor Group in Bangladesh for five years. He achieved a strong track record in Sales in Ericsson as Director of Consumer Accounts and in Philip Morris as Head of International Accounts.
Laszlo is an MBA graduate of IE Business School, Spain.
Dylan Quah
Director of PMO & Strategic Partnerships
Having initially joined as Associate Director of Strategic Partnership & GTM in 2019, Dylan was promoted in 2020 to his current position where he is accountable for both the Project Management Office (PMO) and the Strategic Partnerships function of the business.
Dylan has over 23 years of strategic experience in management roles overseeing the full spectrum of business portfolio management, digital transformation and customer experience enhancements in delivering multi-million dollars in revenue. Proficient in devising effective ‘Go-to-Market’ strategies as well as the rollout of corporate digital transformation programs with a proven track record of implementing real achievable and sustainable change management.
Dylan has worked for established telecoms and multi-media companies such as Celcom Axiata Berhad, MEASAT Broadcast Network Systems Bhd (Astro) and DiGi Telecommunications prior to joining Cellcard.
Dylan is a Malaysian national and is proficient in English, Malay and Chinese.
He holds a Bachelor Degree in Information Technology (a Major in IT Management) from Australia.
Andrew Mittell
Director of Customer Experience
Andrew joined Cellcard in 2019 consulting within the F&A division, focusing on back office business process improvements. In 2021 Andrew was promoted to his current role as Director of Customer Experience and continues an emphasis on quality across our omni-channel touch points, identifying customer requirements by analysing customer data points and incorporating digital experience perspectives, driving the best experience for our customers and opportunities to achieve revenue growth. In January 2022, all Cellcard Stores were added to the CX portfolio which enables synergies across all customer facing areas of the company with an agenda to transform our offering to become one of the best in the Kingdom and to reflect our ‘Proudly Khmer’ ethos.
With over 20 years of experience and leadership roles spanning the UK, Middle East and Asia, Andrew brings a customer centric methodology, whether in the physical or digital realm. Leveraging experience from within the Financial Services, Architectural and Telco sectors; Andrew is able to conceptualise and deliver Customer Experience strategies across People, Processes and Technology whilst enhancing the experience of customers in B2C and B2B environments.
