Cambodia’s Mobile Operators cellcard, Metfone, and Smart Axiata Collaborate to Strengthen Digital Trust Through GSMA Open Gateway Initiative

3 March 2025, Barcelona: Cambodia’s Mobile Network Operators – cellcard, Metfone, and Smart Axiata – have signed a Memorandum of Understanding (MoU) at MWC25 Barcelona to collaborate on the deployment of federated CAMARA APIs, as part of the GSMA Open Gateway initiative.

This partnership aims to combat fraud, enhance identity verification, and foster a more secure and innovative digital ecosystem. Beyond developing technology and leveraging 5G network resources, the GSMA Open Gateway initiative focuses on creating a seamless ecosystem that connects enterprise developers, system integrators, and global network – delivering new value to both end customers and the businesses providing these services.

GSMA Open Gateway provides universal network Application Programmable Interfaces (APIs), giving enterprise developers direct access to operator networks and accelerating digital service innovation. CAMARA, an open-source project from the Linux Foundation in partnership with TM Forum and GSMA, standardises these APIs across networks, enabling easier and more scalable integration for businesses. Since its launch at MWC Barcelona in 2023, 72 mobile operator groups, representing 284 mobile networks and over 75% of global connections, have joined the GSMA Open Gateway initiative.

Unlocking New Opportunities Across the Digital Economy

By transforming Cambodia’s telecom networks into developer-ready platforms, the collaboration will support fintech, e-commerce, and digital services through innovative solutions. By federating these APIs across operators, businesses can deploy solutions more quickly and scale them across multiple networks, ensuring consistency and reach. This also opens the doors for countries to interwork with other global network operators.

MPTC Reinforces National and Regional Cybersecurity Collaboration

The event also spotlighted Cambodia’s regulatory and regional cybersecurity efforts, with Mr. Kim Ann of the Ministry of Post and Telecommunications presenting the “ASEAN Cybersecurity Landscape.”

He noted that the average cost of a data breach in ASEAN rose to 3.23 million USD in 2024, with financial services and industrial sectors being prime targets. Common attack vectors included phishing, business email compromise, and zero-day exploits.

In response, the Ministry and ASEAN region has advanced several national and regional initiatives, including:

  • CAMCERT (Computer Emergency Response Team): Handling cybersecurity incidents nationwide.
  • Digital Security Committee: Coordinating inter-ministerial response to digital threats, with units across MPTC, the Ministry of Interior, Ministry of National Defense, and Ministry of Foreign Affairs.
  • ASEAN Frameworks: Supporting harmonized standards through the ASEAN Data Management Framework, AI Governance Guidelines, and the Anti-Online Scam Working Group (WG-AS).

“These partnerships are not only building our defensive capabilities, but ensuring Cambodia’s digital economy can integrate securely with regional and global systems,” Kim said.

In 2024, cellcard witnessed positive financial performance, with total assets increasing to 2,654.962 billion riels, a 4% rise from 2,560.996 billion riels in 2023. Total equity also saw an 9% increase, reaching 1,197.881 billion riels, up from 1,103.458 billion riels in the previous year.

cellcard's strategic initiatives in 2024 included obtaining the OTT Technology License and launching cellcard Home Wi-Fi, expanding its digital service offerings. The company also focused on enhancing network coverage and user experience with site upgrades and optimization and new site rollout nationwide.

Recognizing its commitment to customer value and financial performance, cellcard was awarded the Frost & Sullivan Mobile Services Customer Value Leadership Award and acknowledged as CSX’s Most Profitable Stock. Infrastructure development remained a core focus, with the installation of over 100km of fiber-optic infrastructure, network modernization efforts, and the achievement of over 70% completion of the 3G sunset project.
