With a proven leadership and strategic financial management track record, Lynnette is instrumental in guiding cellcard’s monetary journey.

As CFO, she oversees financial health, business finance, and accounting audits, ensuring compliance and driving strategic growth.

Lynnette's extensive career in finance began with six years at Arthur Andersen in Malaysia. In 2001, she relocated to Cambodia, subsequently joining KPMG. In 2003, she transitioned to Coca-Cola Cambodia as Country Finance Manager, where she successfully implemented SAP within her first year and championed business continuity initiatives. Her experience spans diverse industries and demonstrates her ability to drive significant improvements in financial operations.

With over 17 years of dedicated service to cellcard, Lynnette has demonstrated exceptional leadership. She has built and guided a large finance team towards achieving clear strategic objectives. Her long-term commitment has been instrumental in shaping cellcard's financial direction and ensuring its continued growth.

Lynnette is a Certified Public Accountant and a Malaysian Institute of Accountants member, reflecting her commitment to professional excellence and ethical financial practices.

Kirill Strashenko is the Chief Technology Information Officer, bringing over 20 years of seasoned experience in the telecommunications industry. His career spans both mobile and fixed networks, where he has consistently delivered high-impact infrastructure projects on an international scale.

His distinguished track record includes leading the rollout of 3G and 4G technologies and the historic launch of Kazakhstan’s first 5G network. Kirill has also been a key figure in driving major backbone upgrades and securing critical government approvals for nationwide 4G expansion and private 5G solutions for specialized industrial sectors.

At cellcard, Kirill focuses on advancing the company’s network capabilities and driving technical innovation. He is dedicated to improving network monitoring and service continuity to provide an exceptional and seamless connectivity experience for all customers across Cambodia. 

Asitha De Costa brings a dynamic blend of IT expertise and strategic vision to cellcard as Division Chief Information Officer, a role he assumed in December 2023. While deeply rooted in technology, Asitha champions the critical role of innovation in driving business growth and delivering tangible results.

With over 17 years of experience, including 11+ years in senior management across multiple countries, Asitha is a seasoned leader in digital transformation. His career is marked by impactful roles, including Chief Information Officer at Crystal Martin Cambodia Ltd, where he aligned local ICT strategy with global objectives. Notably, he led an IT innovations team at LAUGFS Holding Ltd in Sri Lanka, earning an Asia Pacific ICT Award in 2016 for an IoT product.

Asitha's strong academic background includes a BSc in Computer Systems and networking, an MSc in Project Management, and a higher diploma in Management. He is a member of prestigious professional organizations, including the British Computer Society.

With a distinguished career that has encompassed business strategy, government relations, financial institution relationships, corporate partnerships, credit analysis, branch management, international banking, and risk management, Rachana offers a wealth of experience and strategic insight.

​Her academic foundation includes dual Master's degrees in Business Administration from the Asian Institute of Technology (Thailand) and École Supérieure de Nantes (France), complemented by a Bachelor's degree from the Royal University of Law and Economics in Phnom Penh. ​

Acknowledged as a key figure in Cambodia's banking sector, Rachana's leadership and diverse background will be critical in driving our regulatory, legal, and government engagement strategies as we pursue innovation and digital transformation within the Division.​
