New Leadership appointments at CAMGSM PLC.
Phnom Penh, July 4, 2025 — The Board is pleased to announce the appointment of Mr. Simon John Perkins, former CEO of CAMGSM PLC., as a Non-Executive Director following the Extraordinary General Meeting (EGM) held on Friday, July 4th and welcome Mr. Kok Leong Yap as the incoming CEO.
A Non-Executive Director plays a vital role in shaping the company’s strategic direction, ensuring strong corporate governance, and offering independent oversight. Mr. Simon Perkins’ appointment is both timely and aligned with the company’s commitment to maintaining a balanced and effective Board that reflects diverse experience and independent thought.
Mr. Simon Perkins was selected following a rigorous and transparent process that considered both professional expertise and deep knowledge of the local business landscape. With over 25 years of leadership experience across telecommunications, banking, and infrastructure sectors, he brings a wealth of insight gained through senior executive and board roles in Cambodia and international markets, including Southeast Asia, South Asia, and Australia.
During his tenure as CEO of CAMGSM PLC., Mr. Simon Perkins led transformative initiatives that positioned Cellcard as a national leader in digital innovation, sustainability, and financial performance. Under his leadership, the company became the first Cambodian telecom operator to issue both public equity and a sustainability bond—demonstrating a forward-thinking approach to corporate responsibility and investor confidence.
Mr. Simon Perkins is also recognized for driving award-winning network development, advancing inclusive digital connectivity, and championing projects that empower students and entrepreneurs through technology and education. His achievements reflect a unique blend of strategic acumen and social impact, aligning closely with the company’s mission and values.
In addition to his telecom leadership, Mr. Simon Perkins has served as an independent director in Cambodia’s financial sector, further strengthening his qualifications in governance, risk management, and board-level decision-making within regulated industries.

Mr. KL Yap takes over as the Chief Executive Officer of the Technology, Digital & Communication Division, and CEO of Cellcard effective 1 July 2025, bringing with him an inspiring vision and strong leadership experience of over 30 years in the Digital, Technology and Communications sector. His career spans leadership roles across ASEAN and South Asia, including successful engagements in digital transformation, telecommunications market entry, corporate mergers, crisis management and brand repositioning.
